This final lesson draws together the themes of the Parliament topic and asks the overarching question: Is the UK Parliament effective at performing its key functions? This is one of the most common essay questions in A-Level Politics, and a strong answer requires balanced analysis, specific examples, and a clear conclusion.
To evaluate Parliament's effectiveness, consider its four main functions:
Verdict: Parliament is reasonably effective at examining government legislation but much less effective at initiating or blocking legislation. The government's control of the timetable and the whip system are the key constraints.
Verdict: Parliament's scrutiny is most effective through select committees and in hung parliaments. It is weakest when the government has a large majority and controls the timetable.
